WINS representatives have met with key figures from JSC NNEGC Energoatom to discuss plans for supporting nuclear security at the Ukrainian State nuclear operator.
WINS representatives and international experts joined with Energoatom management and specialists to identify needs to inform an 18-month project to strengthen the public enterprise’s institutional nuclear security capacity, particularly in the areas of insider threat mitigation and cybersecurity measures.
“The situation where nuclear facilities are operated in wartime is unprecedented. I cannot even imagine the pressure that people working at nuclear power plants in Ukraine are under. It is extremely important to strengthen the security of nuclear facilities by focusing efforts on the most pressing issues,” said Lars Hansen, Ambassador Extraordinary and Plenipotentiary of the Kingdom of Norway to Ukraine. He added that the Kingdom of Norway would continue to support Ukraine’s nuclear industry, as nuclear and radiation protection remain extremely important for the entire European region.
“We are dedicated to supporting Energoatom in maintaining the highest level of security at Ukraine’s nuclear facilities. International knowledge sharing is critical, both to assist Ukraine and to develop wider understanding of the evolving nuclear security landscape,” said Lars van Dassen, WINS’ Executive Director.
“The insights of WINS experts will give us a new impetus and provide us with another perspective on our work,” said Vladislav Borzenkov, First Deputy Executive Director for Physical Protection and Security at Energoatom, adding that this cooperation can strengthen Energoatom’s capabilities in the context of Russia’s constant attacks on energy facilities.
As part of its ongoing commitment to understanding and addressing emerging threats, WINS has been actively analysing how Russia’s war against Ukraine has reshaped the global nuclear security landscape. WINS and Energoatom signed a memorandum of understanding in November 2025 to build on the work WINS has undertaken in recent years to support nuclear security in Ukraine through training, analysis, and international engagement.
