WINS and Energoatom Strengthen Partnership to Advance Nuclear Security in Ukraine

The World Institute for Nuclear Security (WINS) and JSC NNEGC Energoatom, Ukraine’s State nuclear operator, have signed a memorandum of understanding (MoU) to enhance their collaboration on strengthening nuclear security.

Signed during the World Nuclear Exhibition 2025 in Paris, France, this agreement builds on the work WINS has undertaken in recent years to support nuclear security in Ukraine through training, analysis, and international engagement.

With support from the Norwegian Radiation and Nuclear Safety Authority, WINS and Energoatom will focus on practical, high-impact initiatives addressing national and international priorities including:

  • Insider threat mitigation programmes
  • Cybersecurity resilience
  • Collaborative research and development initiatives to innovate and improve nuclear security
  • Exchange of technical knowledge and best practices
  • Capacity building in nuclear security disciplines

“Ukraine’s experience has shown the world how vital resilience and preparedness are to nuclear security. Through this partnership, WINS and Energoatom are not only strengthening nuclear security capacity in Ukraine but also helping the global community learn from these unprecedented challenges,” said Lars van Dassen, Executive Director of WINS.

Energoatom’s leadership expressed their enthusiasm for the agreement, highlighting the importance of capacity building, technical collaboration, and information sharing to support safe and secure nuclear operations. “The signing of the memorandum of understanding between Energoatom and WINS creates a solid basis for experience exchange, security culture development, cyber resilience, and introduction of innovative approaches in the field of nuclear security. Cooperation with WINS will contribute to the further integration of Ukraine into the world community with the highest nuclear security standards,” stated Pavlo Kovtonyuk, Acting Chief Executive Officer of Energoatom.

As part of its ongoing commitment to understanding and addressing emerging threats, WINS has been actively analysing how Russia’s war against Ukraine has reshaped the global nuclear security landscape. Its analytical reports, in particular Nuclear Security 2.0 and Voices of Ukraine Volume Two: Nuclear Security in Time of War, serve as foundational studies for assessing the evolving threats facing nuclear facilities today. These publications provide valuable insights that inform both WINS’ partnerships and the wider international effort to protect nuclear materials under complex security conditions.

This MoU underscores the essential role of international collaboration in promoting robust and adaptive nuclear security frameworks. Both WINS and Energoatom reaffirm their shared commitment to protecting people, facilities, and the environment – in Ukraine and beyond – through innovation, resilience, and the exchange of expertise.
