This WINS International Best Practice Guide provides a review of practices undertaken in support of the secure transport of radioactive sources. This Guide addresses the relevant international instruments; the development of national legal and regulatory frameworks; considers methods for threat assessment and risk reduction (including the value of undertaking vulnerability assessments); emphasises the importance of communications, coordination and cooperation between key stakeholders; and focuses on the development and implementation of transport security plans.
This Guide also contains a Self-Assessment Questionnaire with questions about different aspects of transport security that can be used to assess the effectiveness of infrastructure and organisational arrangements of an organisation. Completed Self-Assessment Questionnaires can then be used to consider the maturity of the organisation against a five-level Maturity Scale. This is an aid for benchmarking your organisation’s performance and for assessing whether there are performance gaps that need to be addressed and to further consider priorities in addressing these gaps.
