Dr. Uchechukwu Christian Arinze is an Assistant Manager at the Nigerian Nuclear Regulatory Authority (NNRA) and a WINS Ambassador and Certified Nuclear Security Professional (CNSP) since 2016. A specialist in IT, Nuclear Security, Nuclear Safeguard, Nuclear Non-Proliferation, CBRNE, and Counter-terrorism policy, he holds B.Sc (Hons), M.Sc, and Ph.D degrees in Computer Science.
The NNRA, established under the Nuclear Safety and Radiation Protection Act No. 19 of 1995 (CAP N146, LFN 2004), is Nigeria’s statutory authority responsible for regulating nuclear safety, security, safeguards, and radiological protection in line with International Atomic Energy Agency (IAEA) Safety Standards.
Dr. Arinze has participated in numerous international and national conferences, workshops, symposia, and training programs in Nuclear Science and Technology, Nuclear Security, Nuclear Safeguards, Nuclear Safety, Nuclear Non-proliferation, Nuclear Disarmament, Nuclear Knowledge Management, Nuclear Energy Management, Radiation Protection, Computer Security, CBRNE Risk Mitigation, Cybersecurity, Machine Learning, and Artificial Intelligence et cetera. These engagements were supported by several institutions including the NNRA, NAEC, ECN, U.S. Department of State’s Partnership for Nuclear Security (PNS), INMM (Nigeria Chapter), WINS (Vienna, Austria), IAEA (Vienna, Austria), ICTP (Trieste), MEPhI (Russia), Belgian Federal Authority for Nuclear Control (FANC), U.S Department of Energy (DoE) National Nuclear Security Administration (NNSA), Lawrence Livermore National Laboratory (LLNL), University of Michigan Monitoring and Technology Verification (MTV), Vienna Center for Disarmament and Non-Proliferation (VCDNP), Vienna, Austria, the Center for Non-proliferation Studies (CNS), Middlebury Institute of International Affairs (MIIA), Monterey, California, U.S.A., and International Telecommunication Union (ITU), Geneva, Switzerland respectively.
He has authored over 45 peer-reviewed journal articles and numerous conference papers. His professional affiliations include the Nigeria Computer Society (NCS), Nigeria Society for Radiation Protection (NSRP), Nigerian Nuclear Society (NNS), World Institute for Nuclear Security (WINS), Institute of Electrical and Electronics Engineers (IEEE), and the Institute of Nuclear Materials Management (INMM).
