WINS and JP “NUKLEARNI OBJEKTI SRBIJE” (Nuclear Facilities of Serbia) have signed a new memorandum of understanding.
Serbia lifted its 35-year moratorium on nuclear construction in late 2024. This agreement outlines strategic support for Serbia’s emerging nuclear future. WINS will provide strategic advice, technical guidance, customised training, and institutional capacity-building to support project development, regulatory preparedness, and overall infrastructure readiness.
The two organisations will also make common cause on a range of areas related to nuclear security:
- Capacity building and professional development: Enhancing nuclear security competencies through tailored capacity-building initiatives, including participation of Nuclear Facilities Serbia personnel in the WINS Academy Programme
- Technical topics of mutual interest: Collaborating on key areas such as cybersecurity, threat assessment methodologies, insider threat mitigation, nuclear security regulation, security culture, and supply chain security
- Material out of regulatory control: Supporting efforts related to the management of nuclear and other radioactive material out of regulatory control within Serbia’s areas of responsibility
- Advancing diversity and inclusion: Promoting progress toward gender equality, diversity, and inclusion within Serbia’s nuclear sector and across the international nuclear community
“As Serbia considers new nuclear projects, it is essential that nuclear security is intentionally embedded as the foundation of that development,” said WINS Executive Director Lars van Dassen. “By combining our expertise with the national leadership of Nuclear Facilities of Serbia, we can help build the skills, capacity, and confidence needed to meet emerging nuclear security challenges. Nuclear Facilities of Serbia is a public entity responsible for ensuring nuclear and radiation safety and security in the Republic of Serbia; managing and maintaining nuclear facilities and radioactive waste; and providing expertise, technical support, and services in accordance with national regulations and international standards.
