WINS and VARANS Formalise Partnership to Advance Nuclear Security in Viet Nam and Region

WINS is pleased to announce the signing of a memorandum of understanding (MoU) with the Viet Nam Agency for Radiation and Nuclear Safety (VARANS). This strategic partnership aims to enhance nuclear security in Viet Nam and support broader efforts across the international community.

The MoU establishes a framework for collaboration across multiple areas of mutual interest, with a particular focus on capacity building, supporting professional development, and promoting best practices in nuclear security.

Key Areas of Cooperation

Under the MoU, WINS and VARANS have agreed to explore cooperation in the following substantive areas:

  • Capacity building and professional development
  • Security of material out of regulatory control (MORC)
  • Advancing diversity and inclusion in Viet Nam and the international community

The two organisations will implement these shared goals through activities such as co-hosting events, collaborative research, training initiatives, personnel exchange and joint participation in peer review activities.

A Shared Vision for Nuclear Security

The meeting was observed by HE Le Xuan Dinh, Vice Minister of Viet Nam Delegation to the 69th IAEA General Conference and included Dr Nguyen Hoang Linh, VARANS Director General; Dr Tran Bich Ngoc, VARANS Deputy Director General; Mr Nguyen Duc Toan, Department of International Cooperation, Ministry of Science and Technology; and Ms Bui Thi Thuy Anh, Deputy Director, Legislation and International Cooperation Division, VARANS.

Speaking at the signing, WINS Executive Director Mr Lars van Dassen commented “We are honoured to formalise our partnership with VARANS. Viet Nam has demonstrated a strong commitment to nuclear security and international collaboration. Through this MoU, we look forward to supporting VARANS’ ongoing efforts to build a skilled and forward-looking nuclear security workforce.”

This partnership marks another important step toward building a global community of nuclear professionals who are empowered, equipped, and connected to address today’s complex security challenges.
