Workshop on autonomous and remotely operated systems: Benefits and challenges to nuclear security

Background

In December 2020 and April 2021, WINS organised two Virtual Roundtables on Strengthening the Coordination of International Programmes and Organisations involved in the Adoption of Alternative Technologies to Radioactive Sources in Support of Radiological Security. A key objective of these events was to bring together influential international organisations and individual experts involved in the implementation of alternative technologies to better understand the missions of various international programmes and organisations. It was also to review and assess the effectiveness of existing coordination and cooperation mechanisms of international stakeholders in order to identify potential issues and suggest solutions that could help avoid duplication of initiatives or conflicting objectives.

The roundtable discussions demonstrated that on-going efforts to support the adoption of non-radioisotopic alternative technologies are not yet fully coordinated with other international programmes and that some overlap, duplication of efforts, or conflicting priorities may still exist. Discussions also highlighted the high number and diversity of stakeholders involved in the decision process on which technology will actually be used.  It was clear that more could be done to present the community with a comprehensive picture of all the stakeholders involved in implementation of alternative technologies.

Building on the key findings of the roundtables, WINS, with the support of the US DOE Office of Radiological Security (ORS) and Pacific Northwest National Laboratory (PNNL) initiated efforts for mapping out international stakeholders (i.e. organisations and programmes) involved in implementation of alternative technologies in the medical sector. A report consolidating information regarding stakeholder involvement in the manufacturing, procurement, funding, and development (outside of manufacture development) of selected alternative technologies in the medical sector was produced in September 2021. Information regarding organizations and programs assisting in capacity-building initiatives and the end-of-life management of disused sources are also included in the report.

Objectives

In continuation of its efforts to strengthen the coordination of international stakeholders involved in in the adoption of alternative technologies to radioactive sources used in medical applications, WINS has decided to organise another roundtable and invite selected experts to further discuss the topic. This roundtable will be an opportunity to review and comment on the stakeholder mapping report. It will also be designed to review and assess the effectiveness of the existing coordination and cooperation mechanisms between the stakeholders identified in the report in order to identify potential gaps and suggest solutions that could help avoid duplication of initiatives and to optimise the collective contribution of these programmes to the effective implementation of alternative technologies. The discussions will focus on Linacs and Stereotactic radiosurgery (SRS) devices.

Based on the roundtable discussions and further research and engagement, WINS will publish a report identifying coordination and cooperation gaps and suggesting opportunities for improvement.
