3.4 Managing Insider Threats in the Nuclear Industry

People are an organisation’s greatest strength. They may also be its greatest weakness. The management of insider threats should be an organisation-wide effort. It requires fully integrated administrative and technical measures to reduce vulnerabilities that may be exploited by an insider threat.

The first section of this Guide addresses insider threats and their motivations and intentions. The second section introduces the concept of an insider threat mitigation programme (ITMP) and places it in a broader context of risk reduction. The third section describes the core components of an ITMP, including the role and content of a human reliability programme, and introduces the main preventive and protective measures. The final sections of the Guide address the importance of leadership, culture and assurance factors that are critical to insider threat mitigation.
