This WINS International Best Practice Guide provides an overview of regulation that effectively ensures the security of nuclear and other radioactive material.

The guide emphasises that regulation should be viewed as a form of risk management; it also emphasises that although regulatory bodies should be independent, they also need to communicate and engage with other stakeholders, including government policy and law makers, licensees, the safety community, law enforcement agencies and the public.

In addition, the guide discusses two approaches to regulation (direct and inspect and outcome-focused/risk-based) and the regulatory framework. The guide also addresses regulatory principles, the attributes of effective security regulators, and how to measure regulatory effectiveness.

Finally, the guide addresses operator responsibilities for implementing security regulations and the need to harmonise safety, security and emergency planning.
