Dr. Roger Howsley - Executive Director

Dr. Howsley was the former Director of Security, Safeguards and International Affairs (SSIA) for British Nuclear Fuels Ltd. and has over 25 years international experience relating to nuclear non proliferation and security across the nuclear fuel cycle, working with the IAEA, Euratom, National Police Forces and security organisations.

He was Chairman of the UK's Atomic Energy Police Authority on a biennial basis between 1996 and 2005 and managed its transition to become the Civil Nuclear Constabulary in 2005, an armed police force responsible for the protection of the UK's civil nuclear sites. He led BNFL's response to the terrorist attacks of 9/11, assessing and leading the programme of security enhancements at BNFL sites and interacting with Government at all levels, including an 18-month investigation into nuclear security by the Parliamentary Office for Science and Technology.  

Between 2001 and 2010 he was appointed to serve on the IAEA Director-General's Standing Advisory Group on Safeguards Implementation (SAGSI). Dr. Howsley holds a first class honours degree and doctorate in Life Sciences from the University of Liverpool in England.

Lisa Hilliard - Director of International Affairs
 
Ms. Hilliard joins WINS with more than 28 years of broad international experience in nuclear non-proliferation, export controls, multilateral diplomacy and programmes aimed at facilitating peaceful nuclear cooperation.
 
She has contributed to strengthening the international verification system to meet new proliferation challenges, combat the threat of clandestine procurement networks and illicit trafficking in nuclear and other radioactive materials, expand the IAEA’s nuclear security program, strengthen the NSG and Zangger Committee and amend the Convention on the Physical Protection of Nuclear Material.
 
Ms. Hilliard has a Master of International Management (MIM) from the American Graduate School of International Management (Thunderbird) and a B.A from Michigan State University.

Pierre Legoux - Programme Manager


Mr. Pierre Legoux has 15 years of national and international experiences in nuclear security. He served from 2003 to 2009 as physical protection specialist at the Office of Nuclear Security of the International Atomic Energy Agency (IAEA) in Vienna, Austria. He provided valuable contributions to the IAEA nuclear security programmes. In particular, he had leading responsibilities in developing international recommendations and guidance documents for nuclear security and in strengthening the physical protection of nuclear and other radioactive materials in use, storage and transport.

He worked for the French Commissariat à l'Énergie Atomique from 1994 to 2002 and developed regulatory experience related to nuclear non proliferation and security across the entire nuclear fuel cycle. He also covered operational and security issues during the transport of nuclear material.

Raquel Delgado - Office Manager and PA to the Executive Director

Ms. Delgado has recently joined WINS and will replace Ms. Havaux while she is on maternity leave. She is a Portuguese citizen with a degree in Modern Languages and Literature, a postgraduate course in Translation and a postgraduate certificate in European Union Studies.

Ms. Delgado has worked for the European Commission, the European Central Bank and for the Portuguese Foreign Affairs Ministry at the Permanent Representation of Portugal to the Organization for Security and Co-operation in Europe during the Portuguese Presidency of the Council of the European Union. Prior to joining WINS she worked in an Austrian consultancy as a Project Assistant in the field of development cooperation in Sub-Saharan African countries.

Ms. Delgado speaks fluent English, German and Portuguese and has a working knowledge of French and Spanish.

Jadallah Hammal - Project Management Assistant

Mr. Hammal is an Austrian citizen who recently joined WINS as a Project Management Assistant. Prior to joining WINS he worked in the programme departments of various humanitarian NGOs.

He has a BA from the University of Manchester in Economic and Social Studies – Specialising in Development Studies and Politics. Furthermore, he has an MSc in Violence, Conflict and Development from the School of Oriental and African Studies (University of London).

Mr. Hammal speaks fluent German, English and Arabic.

Laurence Havaux - Office Manager and PA to the Executive Director (currently on maternity leave)

Laurence is a Belgian citizen with a degree in translation, with a focus on International Affairs, and a Master's degree in European Studies. Laurence worked for several years in European Affairs in Brussels, Belgium, at the European Commission and other organisations. She moved to Vienna, Austria, in 2005 to work at the Austrian Foreign Affairs Ministry during the Austrian Presidency of the Council of the European Union.

She speaks fluent French, English and German and has a basic knowledge of Dutch and Croatian. She joined the World Institute for Nuclear Security in January 2009 as the Office Manager and Personal Assistant to the Executive Director.

Simon Bobbitt - Consultant

Mr. Simon Bobbitt is a British Citizen joining WINS as a consultant on Electronic Tracking of Nuclear Material. Seconded from the Nuclear Decommissioning Authority (NDA) where he has managed efficiency driven projects within the commercial and security fields he has also worked at the Civil Nuclear Constabulary on security specific projects giving an understanding of security and safeguards across the UK.
 
With a degree in Software Engineering and a history of implementing small to large scale applications on various platforms he has a solid understanding of Information Technology and the need for suitable cyber security.
